Default chipping my p28

my car runs food but from 1k-2k it feels like my computer is retarding my car. I think it's because the motor is a JDM and my p28 trying to control the timing but is slightly off. I had a shop tell me that chipping the p28 will take care of this problem. Besides the p28, the only other problem I would think it is would be the FITV.
