Rims are extremely dirty. How to clean without damaging?
I'm not an expert by any means but an extremely light grit of sandpaper + wet sanding might help if its really caked. Hopefully its just surface dirt though. Once thats gone a good soap and water rinse and some metal polishing compound should get em' back in action.

No idea. Doubt its dirt though.

I'd like to point out that its the lip thats dirty. The rims are gunmetal and in fine shape...just the lip sucks.

here's mine right now:

My plan is to soak them in my bathtub in soapy water for a week or two.</TD></TR></TABLE>
How can you let such nice wheels get so dirty...
I flip out when I can make finger marks in the brake dust in my OEM's... more or less on a set of nice aftermarket wheels like Mugen.
