I am not sure what an auto-x budget is, but karting can be done very easily for under $3500.00. This includes safety gear, kart, incidentals and some race entry fees.
For example, I will be racing the big track at Sears Pt. It will cost me 160.00 to race W2W with multiple classes running at the same time. Doing over 100mph while being 1 inch off the deck is just crazy.
Gas lasts a good amount of time. I run a 110 + 91 mix which equates to a 101 mix.
Affordable W2W action.

I used to race ICC in SoCal when I was younger, then when I went to college I moved over to TAG masters. ICC factory motors are too damn expensive 
The folks in that thread are pretty funny. A 9hp 250cc lawnmower engine vs one of my old 45+ HP factory ICC handgrenades or even a TAG? 40mph is thrilling sure, but well into the 120's at CalSpeedway is something completely different
Karting at the local level in one of the lower classes is lots of fun and cheap. When you start to jump onto the national ladder then the costs to stay just mechanically competitive skyrocket. A new built ICC engine can run up into the 7K+ range and with need rebuilding every couple of race hours. Better plan on some serious sponsorship or deep pockets.
The risks in karting are higher too, I've had 4 broken ribs, broken collarbone, broken ankle, 4 pins, a plate and a whole lot of stitches over the years. The upside is that it's a whole lot cheaper to fix a kart than a car.
