I got a 98 CW ITR.... I love the stock 15'' whites but I also have 16'' white jdms. Then again I love the Stock usdm Gunmetal oem rims and even more the 16'' jdm gunmetals. I know it dosn't help but i suggest you buy the set of JDM wheels you like but keep the stockies too!

I like the USDM wheels, because I prefer 15s to 16s on a car as small and light as an Integra. The 15s offer lower unsprung weight, a tighter turning circle, and, IMO, better steering feel.
As for cats, you don't need an aftermarket cat unless you plan on using a header with a larger diameter collector. There is no practical performance advantage to using a test pipe at all. If you're using a stock size header, the stock cat will work fine.

What size collector does your DC header have? If it's the 2" collector, it will bolt up to the stock cat, and will be fine as is. If you got the one with the larger 2.5" collector, you'll need an aftermarket cat to fit it.
I get the impression that the header is already on the car. If it is, and it bolted up to the stock cat, you've got nothing to worry about. The best thing to do is to continue using your stock cat.
The UK-spec wheels, I believe, are a bit lighter than the U.S. version, so yes, they are a good choice.

Don't know if the 15's will clear the caliper.
