emissions question

Default emissions question

so i live in washington, and just went to emissions.... yep i failed it sucks and i am thinking its because i forgot to take off my uberdata chip, because from my last test 2 years ago it was at 94 and has jumped up to 236 at a cruising RPM ... last time i tested i had a non chipped P28, which i think helped... and i think that the ubderdata didnt really help me pass ... do you think thats a reason? and what are other ways i can try and pass? i already pulled the jumper and the chip out of the ECU, and havent retested, but im almost 80% sure thats the reason ... at idle, my car was spitting out 423 and the limit is 220 ... and i believe the map on my ubderdata is a GSR map with a tweaked fuel map ... also the car is a civic with a GSP swap, USDM OBD1
