I am posting this for my frien that has an 89 CRX. Sometimes the car feels very slugish before three thousand rpm after that it fine. Its a D16 with a ZC block and a mini me swap.

 

I think it is because it is a Honda motor. Bump for you (or I guess your friend).

does the motor sound weird too? almost like a subaru?

 

not sure if this will help but at the moment it seems to have fixed the problem i was having.

have you replaced the wires, plugs, cap, and rotor.

im still testing my car after i did the wires today but my issue seems to have cleared up at the moment.
