ok, i went to see a acura type S, sticker says 180whp and 140wtq.
then my friend told me about a type S having 220whp and 180wtq.
was my friend bullshitting? or what. Do the newer type S's have really that much more power? arrg. i mean seriously, 220 WHP, **** I would probably dust most cars out on the road. I mean thats stock! unbelievable.

TMK, the only car that has the claimed 220 or so is the Integra Type R DC5 from Japan. It has the K20A, which is rated at 220 HP.
However, the K20Z1, found in the newer Type S, is rated at 201 Crank HP.... So therefore, no USDM Type S puts out 220 WHP stock.
The newer Type S comes with the following specs:
Engine Size: 2 liters
Engine Type: Inline 4
Horsepower: 201 hp
Max Horsepower: 7800 rpm
Torque: 140 ft-lbs.
Max Torque: 7000 rpm
And here are the specs on the JDM ITR:
Type: Inline-4
Displacement cu in (cc): 122 (1998)
Power bhp (kW) at RPM: 220(162) / 8000
Torque lb-ft (Nm) at RPM: 152(206) / 7000

The FG2 '06 Si has the K20Z3
The 05 and 06 (and I think the 04) Type S has the K20Z1.

Anyhow, to the OP, no car manufacturer measures HP @ the wheels. WHP = wheel horsepower. Horsepower is measured at the crank.
So when you see 201 HP, that figure is taken at the crank. HP to the wheels will always be about 10%-15% less due to drivetrain losses.
So yes, someone has no clue what they are talking about. I think both parties are to blame.
