Default automatic wont shift past 3000rpm

I have a buddy with a 95 accord, and his car wont shift past 3000 rpm while driving(it acts as if it has a 2step on it) but it can be reved to redline when in neutral or park.
what can cause this.

as far as I know it is throwing a code for the o2 sensor.

I'm just tring to help a friend out.

the car is an automatic.

when accelerating and it reaches 3000 rpm, it acts as if its hitting a rev limiter or a 2step.

To get it to shift, you have to back off of the throttle and when rpms drop to about 2500 then it shifts.

you need a transmission...one of the shift solonoids is going bad.

If the CEL is on the computer runs in a default mode; fix the problem and it should rev out just fine again.

I completely disagree with this. For one, the car seems to be driving with a lowered rev-limiter, which is probably the result of the CEL. Secondly, if a shift solenoid was going bad, you could just... *pause* ...replace the shift solenoid. An entire transmission would not be needed.

Does the D4 or S light on? chances are the AT ecu is bad

I have a feeling the ecu might be bad, but we just wanted to clear up the any codes (cel).
