auto wont shift past 3000 rpm

From: 96 degrees in the shade, v.i.
I have a buddy with a 95 accord, and his car wont shift past 3000 rpm while driving(it acts as if it has a 2step on it) but it can be reved to redline when in neutral.
what can cause this.
as far as I know it is throwing a code for the o2 sensor.
I'm just tring to help a friend out.

Check fluid level the proper way to make sure it's not too high or too low. There's more to it than just pulling the dipstick. With a Civic you get it up to operating temp, put it in drive, then park it and shut it down. Pull the dipstick within 30 seconds, wipe it, dip it, then check it. Accord may be different.
Next check/adjust the throttle line pressure.
Third, try flushing the trans.
If those don't fix it, it could be slipping. Look for a low mileage JDM trans.
