assuming that you have rear drums, try adjusting the shoes, so there is a slight drag while you try and spin them

I have the same problem but I don't think my brake shoes have ever been changed. Once I change them and adjust the cable, I'm sure it will work right again.

the cables could be rusted in the lines and not moving

pull the drum off and there will be a horizontal bar/tube thing that looks to have a gear on it. that the star adjuster. you want to turn that thing one way or the other to move the shoes out. it will be diffrent on both sides (the way you turn it). touching the star wheel is the adjuster itself, it looks like a stamped piece of steel. when you turn the star wheel the adjuster will click. go like 1-3 clicks, put the drum back on and try and spin it. if it will spin 1 full rotation or more without touching it then its not tight enough. i had a similar problem and i tightened my ebrake cable and that worked for a bit and then it jus sucked so i opened it up and found that the one rear brake piston was shot and stuck open and my brake shoe was scraping everthing up. I had to replace the brake piston as well as the shoes and resurface everything. I was also losing brake fluid too out of the blown brake piston. Hope this helps.
