Default FI power different than NA power?

will a NA R putting out 215hp to the wheels be faster than a FI car putting out 250hp?
In a autocross, quarter mile, or mountain road.

nope, there will always be exceptions though. FI makes gobs of torque compared to NA. Now, power delivery is another story, if the FI ITR is on a road where he doesnt get to stay spooled for enough to time outrun the NA ITR which is always making power, the outcome could be different.

Wrong, F1 motors make **** for torque...they make it up through torque multiplication (READ: gearing).

Area under the power curve in the used powerband is the most important, not peak torque and not peak power. But a higher peak torque or higher peak power do influence the area under the curve....
Tranmission gearing determines how efficient you can draw the power....
