Am i at the right place for this question!?!
ok i have 02 civic hb SI with 67000 miles on it , and was woundering if i should start modifing it the way it is,or is there too many miles on it!and if i should just start upgrading it as it is, were should i start!thanks!
mod away.....67000 is nothing.....
depending on how you came to those 67000 miles...
beat the crap out of it every inch of the way..... with no regular maintenance....
or took care of it, beat the crap out of it, and kept up on the maintenance religiously....
also, what mods are you looking to do, and for what reason?

Honestly, I would try to decide how you want it to end up, rather than spending money & effort on mid-level mods on the way to bigger stuff (such as doing lowering springs while you plan on full coilovers later or buying a header "just to tide yourself over" before replacing it with a turbo).
The EP is getting to the point where people have mostly figured out the best setups for power (whether NA, turbo, or supercharged) and suspension. Because of its maturity, it's going to be easier to decide what to do than it was four years ago. Decide what kind of driving you'd like to improve (dragstrip, autocross, etc), learn how to fully exploit the chassis (in a controlled environment, please), and focus any future mods on the parts that you'd specifically like to improve.
In short, don't just throw money into the car like some of us have done.
