Default 1989 accord, auto help please

ok, my co-worker has an 89 accord that broke down on the freeway. she opened the hood, white smoke was coming from the engine bay... now when she starts up the car, it cranks, but doesn't turn over.

any ideas as to what the problem could be?
her uncle said it was a timing issue... but she doesn't really know much about cars, so she wanted to check up through other sources about dianosing the problem.

Very difficult to diagnose from second hand info. White smoke could be burning electrical parts or steam from a leaky coolant hose. Since nothing was mentioned about water running out from under the car or abnormal temp gage readings , I would guess a fried electrical system would be first thing to check.
