solid CEL 96 dx auto to 01 ITR swap tried diff ecu's

got a solid CEL, tried 2 different chipped p28s, its my freinds car,
a 96 dx auto, converted to a auto vtec a few years ago, and now a 01 ITR swap the past few weeks.(with obd2>1 harness)
it runs almost normal, vtec works, redline is right..
car bucks really bad at part throttle, and forget 5th gear cruising
it bucks so bad pulling out easy, that the tires go , CHIRP!, CHIRP!
i put my own ECU in there(known good), reusing his chip, still same SOLID CEL
the whole swap with same ECU worked for a year or so in the type r, it got rolled over, and the motor swapped to the forementioned hatch.
sometimes idleing, it will fluctuatle VERY fast, then go normal(up and down 2-3 times a second) not the rev up, then fall, rev up then fall, i mean FAST!
car shows being in gear 2 all the time on the auto dash, but has done that since the auto vtec swap a few years ago
iacv was converted from 3 wire to 2 wire already
any idea's appreciated

im going through a simmilar problem 96-98 civic with obd2-1 conversion
im down to either bad distributor or bad conversion harness
try a obd2 ecu and see how it idles.. like a p2p EX one just to plug in and idle maybe drive partial throttle

this motor and ecu ran fine the ITR, then pulled motor swap and ecu and put it into the 96 hatch, using same conversion harness and ecu., using a 96 ex motor harness.
is there a teg/ civic iac problem with 3 wire/ 2 wire or something?
