EGR = exhaust gas recirculation
This is a valve that recirculates exhaust gases back into the intake pipe or manifold in order to reburn the air (to make sure everything gets more fully burned). That valve could be blocked or not opening correctly. Also, you can lower your fuel richness at idle and turn back the timing during emissions testing
