I'm not sure you really need that piece for these cars. Have you seen 'legit' reviews saying that it helps? I'm not talking some ricer on 7th gen civic review, either.
The Neuspeed front upper bar helps the best. Not sure if you got that piece or not, but it is the best chassis bolt-on going.

The Civic/RSX/EP3 already has quite a stout bar running between the subframe down there. Take a look and you'll see it.

Because the subframe is much stouter than the upper strut towers. It connects to the frame and body in more point, and it is made of a stiffer, more rigid metal than the shock towers. There will not be much flex between in interior area of the subframe.

Polyurethane bushings, motor mount inserts if you don't mind a vibration, a torque dampener, rear sway, front upper bar, coilovers or shocks and spring combo, stickier tires.
I don't know what you have so far, but here's a nice list
Front Strut Tower Bars
Aftermarket Sway Bars w/ Aftermarket end links

Rear strut bar will help only if you get an aftermarket sway bar for the rear (because the rear one is significantly thicker then stock, there's more suspension deflection transferred to the rear strut towers), at least from what I've read. The rear of the car is already pretty stiff.

A car will only start to stress when you put a lot of g-forces on it. With stock tires and stock suspension, upgrading chassis bars is going to do little to nothing because the tires and springs will not stress the chassis.
Now, put a 16x7" wheel on the car with Azenis and a good set of coilovers, then chassis braces may start to help and give you something you'd notice.
You are not going to lower the car? if not, save the cash spent on the X-bar and get a set of Koni shocks. But I recommend a set of Koni shocks and H&R sport springs. They make quite a nice setup.
And install an oem RSX 22mm rear swaybar while you're at it.

we installed it on my friends car like 2yrs ago, his car is lowered like 2", the bar has rusted over from scratches, and will need to be hacked off now, it won't come out even if we tried.
your price posted was too expensive, my friend bought it from truehonda. $300 is a lot for a bar that goes under your car and doesn't do much to improve handling.
