For a 2000 Civic on 16" wheels, get 205/45-16 or 215/45-16.

You really don't have a choice, because most tires come in either 205/45-16 or 215/45-16, but not both. So choose the tire you want, and see which size it comes in.

(205/45 is 0.8 percent smaller than the stock size in diameter, and 215/45 is 0.7 percent larger.)

The outer diameter of the tires should be the same as the stock tire size. You vary the amount of rubber shown by changing the diameter of the wheels. If you want your tires to show more rubber (higher sidewall height), then don't use 16" wheels that are bigger than stock.
