what exactly does this TCS switch control? What is it?

It's the Touge Countersteer System. If you turn it on, it will put your Civic into drift mode.

Yeah, but since you're in NY you should leave it off unless you somehow find a mountain pass to carve up

be careful with it, my buddy totaled his ls/vtec hatch when he turned it on in the rain

i found this. the guy asks what he needs to instal it and some guy explains a little bit about the tcs.

thats what he says:
all tcs does is slow you down by either applying a fuel cut when you start to lose traction, or apply the brakes(probably not ours since that came out in more newer cars) but yeah, i have never heard of anyone doing this......
