newbie with imortant question

noob with a voltage ?????
i have a stock 95 civic 2 door and when the car is running it over charges the battery, and when i shut the car off it kills the battery i was wondering if this would be the voltage regulator or some other problem
and is the voltage regulaor internal or external i was told both from the honda dealership.
