Stock honda alloys: "clearcoat"(?) chipping off

Default Stock honda alloys: "clearcoat"(?) chipping off

So I have a 2003 accord EX with the stock honda 5 blades and the thin covering (clearcoat?) is chipping off. The wheels look just fine where it has already come off but it looks pretty crappy with all the chipping as it is. Should I just take a razor blade to the wheels and get it all off then recoat them with something?

just sand it off....and spray on some clear coat
