Okay, assuming a '98 Integra GS-R, what are the best mods for a "road race" type of setup (as opposed to just a drag racing setup).

Something built for courses like the in the ones in the American Le Mans series or in Gran Turismo 3, even.

suspension would be a good start

 

To have a good road race car, suspension is definately more important than engine power alone. Get a full roll cage, coilovers, strut bars, Z10 radius arms, 5-lug conversion, bigger brakes, etc.
