need helps, hints to take out some bolts

Im trying to replace the headlights and i figure that i need to take the bumper out (do i need to take bumper out?) The problem im having is that i cant take 3 bolts in front out, and i stripped it. Ant hints how i cant take it out? I tried W40, still wont work

use some penetrating oil, and vise grips to put on the out side of the srews, i had the same problem, and let the oil penetrate then turned them slowly using a pair o vise grips. now i keep the penetrating oil close by and spray everything before starting..........
