The only Momo Honda Access wheel I have ever seen looks like the picture below. By any chance do you have a picture of the wheel you're talking about?



A couple of people have written to ask me how a car like this would be registered in the USDM. If you don't mind taking a few seconds to tell people whether or not it is currently legally registered in the USDm, that would probably be a good idea and would get you more and better offers for the car.

I have never heard of this car before, and I look forward to learning more about it.

Very frequently, cars with an "X" in the insignia are some kind of AWD. Does this car have the viscous coupling AWD that was used on some Civics in the '88-'91 model years?

You say that you have all the paperwork to have this car registered. I have talked to the WI DMV, MN DMV and a few importers fom the US and Japan. They all say that a RHD 88-91 Civic/CRX can't be registered. Can you please explain how this car can be?

He cant get the car registured him self. only way to drive it, is to have it as a track car. he never pmed me back you prove how easy it is to have it get registured. I think he's trying to pass his problem onto someone else.

YOU go get it registered, I will come give you that $5500 you want for it.

I WILL ONLY give you $5500 IF YOU get it registered ahead of time. Otherwise, my offer is $2000 as it will take me a lot of time and money to figure out a way to get it LEGALLY registered.

I never said the price was too high. He says it can be registered, everyplace that I have contacted(state DMVs and importers from Japan) say it can't be registered. So what I and a few other people are asking is, PROVE IT CAN BE REGISERED. Thats all I am asking.

In CA chp will stamp it as long as it passes inspection. which varies from state to state and smog requirments.

There are hundreds of registered RHD Hondas on the road. Every state is different and there is no way he can "PROVE" every step to register the car in every one of the 50 states for everyone asking on the board. YOU need to take the initiative to do better research and find out what ways are available to register a car in your own state. If you make a couple phone calls then give up and tell someone to prove it to you then obviously this car is not for you and you need to move on.

Ok, since you don't mention what paperwork you have, do you have the Export papers, EPA and DOT forms? What else do you have for paperwork?

Come on, realistic questions people. You know good and well it's not EPA and DOT certified as he didn't convert the glass and bumper beams and have it crash tested. The only paperwork these cars come with are either deregistration forms and or titles, and a standard bill of sale from the seller. Any one of which is more than enough to title the car.

glass in JDM cars does not have to be replaced as it is already AS2 (DOT) compliant. So many people perpetuate this misconception and it needs to stop.

For the car to be 100% legal in the US it would have to go through the process outlined here:

Essentially a Registered Importer would have to petition NHTSA (division of DOT) to add the 88-91 Civic Sedan RHD version to the Import Eligibility List. To do this, the RI has to demonstrate the vehicle complies with all Federal Motor Vehicle Safety Standards (FMVSS) and submit in their petition a list of changes that must be made to the vehicle to bring it into compliance including part #'s and actual work performed. Some changes that are typical are:

- LHD beam pattern headlights
- front corner lights with amber reflectors
- rear red reflectors and/or USDM tail lamps
- speedo converted to MPH
- passenger mirror etched with "Objects in mirror are closer than they appear"
- English Tire size and pressure labels
- English airbag warning labels
- English label "this vehicle was modified to comply with all FMVSS in effect on the date of manufacture xx/xx. Gross Vehicle Weight: xxxx"
- USDM door reinforcement bars installed or complete USDM doors
- parking brake signal changed from (O) to BRAKE
- knee bolsters changed if necessary
- clutch kill switch installed on MT cars so car won't start unless clutch is in
- fuel tank rollover valve
- fuel neck filler reducer
- bumper reinforcement bars (front and rear)
- dash reinforcement bars

The only way the RI can prove the car complies to US FMVSS is to claim that it is super "substantially similar" to a US equivalent model, or they must submit 2 or 3 actual modified examples of the car to an independent government certified crash test facility who can do forward and side impact crash tests with quantifiable results to give to NHTSA.

Once NHTSA reviews the petition, the open it up to comments from the public for X number of days. Typically at this time the North American branch of the original manufacturer will have their lawyers write a letter in commentary to recommend that NHTSA *NOT* allow the car to be added to the import eligibility list. They will list all kinds of reasons why the car can not possibly considered "substantially similar" by NHTSA and demand that the RI submit crash test results.

If the crash test results hold up, or the RI can outprove the North American branch of the manufacturer and demonstrate successfully that the car is substantially similar, and get NHTSA to agree, then the car can be added to the import eligibility list.

Once a car is on the eligbility list, it can be imported legally by declaring it on the HS-7 with the respecitve VCP, VSA # from the list, but only if it is on the bond of a Registered Importer who commits to the government that the car will be modified and brought into compliance in the exact same way as outlined in the petition, otherwise the RI is responsible to prove the vehicle was destroyed or exported or it will be forfeited to the government who will auction it for export only.

Once the car is complied by the RI, a compliance package must be sent to NHTSA which has X days to review and question the compliance work, and even come and inspect the work in person. If NHTSA approves the compliance package they send the RI a DOT Bond Release letter officially releasing the bond the RI took out with an insurance company when the car was imported. If NHTSA doesn't reply within a certain amount of time, then the car can still be released to the owner and a bond release letter will be forthcoming.

With the customs paperwork including bill of lading, HS-7 declaration form with correct box and VCP/VSA #, and copy of the DOT bond the RI took out, and the bond release letter, and the original Japanese de-registration certificate along with a certified and notarized translation, the owner can take all this into their local DMV and cross their fingers that the DMV worker knows what they are doing and allows them to register it. Otherwise the paperwork is collected and sent to some supervisor at the central DMV office for review and after several weeks or months a response will be sent to the owner and they will be issued a US title or not.

This is just the DOT (safety) side of the equation. There is a whole other long story that is part of the importation process that takes care of the EPA compliance work by an Independent Commercial Importer (ICI) which certifies the car complies with EPA regulations and can provide lab test results that prove it.

So basically this car will never be 100% federally legal. Look at my signature and you'll see whether I really care about all this hooplah. Bottom line is NHTSA has done so much rulemaking legislation that it is next to impossible to legally bring in a RHD car or any greymarket car for that matter that the original manufacturer has not certified for sale in the US.

All this does not mean that some importer can't sneak an entire car into the US in a container full of car parts and fail to declare the vehicle to customs and not get caught. Or an importer could take the drivetrain out of the car and strip the interior and legally claim that the chassis is "parts" and declare and import it as such separately from the drivetrain and other parts that are also separately declared as "parts" then re-assemble here in the US and voila have a whole car.

Once a car is imported illegally or as parts, there are many many many DMV workers at locations in almost every single state out there that will still allow the cars to be titled and registered in their state only because they don't know any better.

this is the scenario with 99% of the JDM cars you see in the US.

That would be true if it was etched in all the glass which it isn't always. On my Civic the two rear 1/4 pieces of glass are the only ones that have AS2 markings which means the windshield, door, and hatch glass would have to be replaced.

if it is factory glass from Honda it should have AS1/AS2 regardless of where in the world the car was sold. If it is aftermarket I can't comment.

my $.02 is for someone to buy the car to do a conversion on another ef sedan to be rhd and look like a jdm one. my rhd conversion has passed several emissions tests and one ref, they never went nearly that in depth in the tests. they looked at my vin #s, my airbag visually, and did the smog check. it is registered and i drive it everyday.... buy it for parts, sounds like a headache otherwise...

oh, and the efs dont even have srs, that makes it even easier!

Neither is jumping to conclusions. ~sp33~ lives in Austrailia and just bought a very similar EF 4dr.
