Trouble Shooting an injector not firing.
Ok here is the issue.
97 Hatch.....D16Y7
The car is not firing on one cyl.
Got pleanty of spark but no fuel.
CEL is flashing.
Can you use a test light to see if the injector is getting a pulse?
Any other suggestions are welcomed.

...of course you can use a test light. Why the hell wouldn't you be able to? It's electrical, isn't it?
I'm not sure why you made this thread instead of taking the 13 seconds it would take to actually try it yourself. Odds are, the injector busted and you need another one. You can get a new one from any number of local places, but since they're usually around $80, I'd suggest asking friends for freebies since everyone I know has at least one Honda motor sitting at their house doing nothing
It has happened to me before and afterwards I found that I was testing more to try and save money than actually diagnose the problem. Don't do that

I've been working on cars a long time and I've never run into that problem. Injectors sure aren't going to fry with current going through them, regardless of where the current is originating.

Get a multimeter and check your ohms on the injector. Or another thing you could do is switch the plugs around and see what happens to narrow out your injector. Also like mentioned borrow a set from a friend.
we had the same problem on my friends del sol not too long ago, was both the resistor box and clogged injectors.
so get a multimeter and check impedence
and clean the injectors (we used brake cleaner and an air hose)

Thats if it has aftermarket peak&hold injectors, or is an obd0 (91 & older civic/crx).
Another thing with injectors, they really can't be cleaned internally unless they run the cleaning solution though them while opperating. They are basicly an extremely precise solenoid valve, 'normally closed' configuration. They also work on pulse-width modulation, so there may be the possibility of frying them. They also need something like 1 amp to open.
Sometimes injectors just die. Somehow one set I tried (got for free) had 3 dead injectors
Ran like a chainsaw with a bad carb. If you get a signal to the connector while its running, the injector is probably bad. If you get a new one, be careful. I do believe your DX has 185cc injectors, rather than the common 240cc injectors.
