Is this a good deal?

koni yellow with ground control with ground control top hats on all four for $680-690? said they have around 2-3k miles on them.

Cheaper than you can buy them new, that's for sure. That's around $1k new, usually (~750-800 for koni/gc, then $120/pair for tophats).
