Default Car won't start!!! Help please

The other day the car wouldn't start. It would turn over occasionally but just wouldn't fire up. I figured the starter was going or was gone. While inspecting the bay I noticed the alternator belt needed replacing so I went in and replaced both but the car is doing the exact same thing.

Since I moved to Virginia I have had to replace the fuel filter twice but both times the car acted as if the battery was dying. Once I replaced the fuel filter it started right up. I have a volt gauge in the car and it says with the key in accessories position it is approximately 10 volts and I know 12-14 is normal but once I turn the key to on and it drops to around 2-5 volts. I am at a loss as to what to do here. I can replace the fuel filter again but would like to find the root cause of the problem. Thanks

Does it jump start? If it does then its the battery maybe.

Do you hear your fuel pump prime before you try to start it up?
