'86' fuel problem

'86' fuel problem
Trying to get this 86 1.8 carb. lude running for my daughter.
Starts up but shuts off.. Give alot of gas it stays running only if your above 4,000 RPM. Sometimes gas will leak out of the bottom of the charcoal canister tube.. I think filtered gas vapors are to come out that tube.. I am wondering if its possible to have too much gas going to the carbs. This car sat for some time.
