Default Power Steering Fluid Question

If the level of your power steering fluid looks like this, do you top it off by just pouring in? Or do you have to flush it completely?

thanks for the advice. actually no leak at all but i wasn't sure if it's normal for the liquid to be at that level. it might have been like that for a long time from the beginning.
