why dont you just buy a cheapy used one or get a new one of off ebay.
Then go out and get a nice air filter, like k&n or something like that.

Those are some of the cheapest ways. Or I guess you could use
the stock tubing, cut it where you want it to end and shove a filter
over it, if it will fit.

But the other way is really not that bad.

I honestly wouldn't even bother with a cai. Leave your stock setup on, cut the silencer section so it's more or less now an open tube at the bottom of your front bumper, and replace your filter with a nice high-flow unit like a K&N. I used this setup on my friend's d15b and it actually made an extra 2 hp over the "ebay" style aluminum cai that he had on there previously. Aluminum likes to heat soak too much.

the tube that runs from the bottom of the airbox up and right behind the hood latch.

well that is my exact setup and im liking it. You just have like one bolt though to just take it off, it slides right out of the air box, no cutting required. i was gonna go sri, but might just leave it alone. I have an idea right now that a gazillion people have done. I got a free SRI off a friend, aluminum tube with about an 80 degree bend in it, i cut out the bend with my sawzall, then cleaned out all metal shavings, put one end into the stock rubber hose, and a 3 inch clamp on K&N cone filter where the stock box would have been. I was then possibly going to heat wrap the stock hose just for looks (i doubt it will make a difference in performance but i like the looks of heat wrap) that is one way
