just hook up all the smog emeissions that the gsr came with, dont have any codes, get a motor that is your car year or newer. do a tune up and take it to pass emissions at the referee. in cali thats what we have to do

Your in TN??? I dont think you have smog. You probably just have to pass emmisions. As long as the engine is running properly you should be fine.

you will need an OBD2b P72 for your 99 civic.
as long as the CEL is off and you've driven the car for a little while you will be fine.

Thankfully an OBD2 ECU is all you need in pretty much any state other than cali.

I did not say this.... (slightly against the law)

install an O2 simulator for the secondary O2
run no cat
get no codes and pass emissions.

total cost ~$50 and you will never have to worry about your O2 or cat going bad.
