Plates stuck on car? Help on best technique to remove w/o stripping

I bought the car from MO where it's required to have 2 licence plates on the car. I now am faced w/ two problems. 1) I can't get the plates off for the life of me. It seems that the screws have rusted onto the plate. I try and get em of but it starts to strip the screws. What can I do to get these things off, I need to give the plates back to the owner.
2) I can't find those little covers that go into the plate holder for the front...I only have a Honda dealership here so they want me to make sure that the cover is the same one that goes in the Civics around the year of my teg (99)....I really want these covers, does anyone know if they are the same as the civics? Or where I could get a set? I want them already painted in black (they come painted from the dealer if they are indeed the civic ones) Thanks for your help guys.

If you cant get the striped screws off with wd-40 and vise grips.
Then get a drill, and drill screw out.

Yah, mine were a bitch to get off also. Ended up taking an cutting wheel to the rear plate. I was able to get the bracket off the front bumper but cant get the plate off, so im not driving w/ a front plate. Yes, it is illegal in WI, but ive never been pulled over yet. They dont really enforce it much here.
PB Blaster is my best friend. Soak the bolt and let it sit for awhile then try again. If it still doesn't go sometimes tightening it just a little bit will break up the corrosion that's making it stick. Try rocking it like you're stuck in the mud back and forth. If you strip the head of the bolt use a little grinder or dremmil to cut a slot to stick a flat head screwdriver in and just lean into it when you twist. I spend alot of time getting seized up bolts out of planes at work if you need more tips let me know.

The new owner then puts his own plates on...
