how do you effectively check the wear of the timing belt?

I think the rule of thumb is

1) anytime you buy a used a motor where mileage is unknown
2) replace every 60K miles
3) visual... cracks, frays etc

You should also always use a new tensioner and water pump, cam seals at the time of service
