? about the FITV ?

i just cleaned the FITV and it still has suction at idel which makes my car surge high, neways i heard that on the z6 tb u can plug up the fitv on the tb and bypass it. when i put my finger on it, idels mint at like 900-1000rpm. when i let off it surges high, to get to the point my question is can i block that with some rubber and bypass it, please someone hit me back.. thanks

its a z6 tb and IM on a d16y7 motor, its having vacuum on start up so the idel surges high. it i block that hole car runs mint. i was wondering if anthing could get hurt if i block this off, i heard some people doing this????
you say you cleaned the fitv, but did you tighten it? https://honda-tech.com/zerothread?id=699787 Mine was idling high when I did my d15b swap. Tightened it and idle was normal
