I got everything from my work. I work at a body shop.
-What I used was 1/8" fine line tape.
-3/4" tape
-Masking paper
-Aircraft paint stripper
-800 Grit
-3M red scotch pad
-Black paint and a flat clear (PPG)
Strip the wheel of the clear/paint.
Scuff the entire wheel with scotch pad.
Tape the lip VERY carefully with the 1/8" fine line. Its very easy to bend
Around the fine line use 3/4"
Mask the rest of the lip
Spray basecoat of black paint
Sand with 800 to get real smooth
Spray clear with a flattening agent.
If you were to go out and buy all the **** I listed it would be VERY pricey.
But I took it all from work. You can easily use a spray can though
