ECU question

Uneducated response.
You could chip an OBD-2 ECU, but being that its surface mount, its going to cost more. Not many people tend to invest in chipping these ECU's. Its not a matter of "to each his own" (and BTW, you used the word "too" incorrectly), its a matter of cost effectiveness. You can get an OBD2 -> OBD1 conversion harness and OBD1 ECU for realatively cheap in comparison to chipping an OBD2 ECU. There seems to be much more support for the OBD1 community also.

What exactly to you mean what ECU is in your car? Be a little more specific. A little more info like what model 97 Civic Coupe you had would help also. As to which one is better, OBD-1 ECU's are easier to modify both physically and when it comes to aftermarket parts you add to your car no causing CEL's, most likely emissions equipment codes.
