Default what makes the motor have high rpm surge?

hey i just did a dp to mpfi swap on my 89 civic dx with a fresh d16y7, when i start the motor it has a high rpm surge like i tried the idel screw and vacuum lines etc and still have a high rev, i was wondering what causes this to happen. its up around like 2500-3 grand rpm i need to bring it down to like 1 grand, if anyone knows what could be making this happen please let me know so i can fix it thanks.

its stays kinda high, we adjust stuff and it it goes down a lil, i took it off my driveway and put it on flat gound and it went down to reg.. wierd. umm i dont think its a intake manifold leak. even tho i swaped it out i put new gaskets and **** all around , ughh how would i now for sure if it was tho?

1) idle screw
2) did you swap the outter wires on the TPS sensor?
3) vacuum leak

idel screw calms it down a lil, and yes we swaped the outter wires on the tps sensor and vacuum leak could be still possible.

okay do this and tell me if this fixes the problem....

take you air intake off so you can see your t.b. there should be a hole like a air port right before your butterfly put your finger over the hole and tell me if that stopped the surge if so...........put a piece rubber in the hole to block it off my buddie had a similar problem with his Z6

that is what I am talking about put your finger over it and see if that does it,,,

I definatly had that problem man look in the TB if there is two holes on the side closest to the firewall plug the lower one with your finger, it it goes down and starts sputtering then that the problem. its letting too much air in and the car idles high or surges depending on the ecu, with a obd0 it should stay high but with a obd1 it will surge i think.
