Default Distributor Problems

I hava a B16A in my 95 Honda Civic. The distributor was fried (modle Tec TD-28U to OBD1 Plugs.) I put on another distributor (modle D02619) the car starts but it would not ref past 4000? can anyone say what they think is the problem? does it need to work with an external coil? HELP1

check to see if your map and tps plugs are not backwards.
