99 civic sedan lx, headlights flicker along with the dash lights. brand new battery and i dont think it is the altenator, so im assuming a ground cable is bad?

Does this sound right? if so where can i get a complete set of stock/cheap grounding cables for it?

When do the lights flicker? Is it at low RPM's or is it all of the time? I was told that a lot of civics do that and the only way to fix it is to get an aftermarket grounding kit.
