I don't think tire shops refinish wheels. you need to look for a place that refinishes wheels. Most of the time, you give them yours and they'll have another set ready to give you unless they are a smaller busniess. I would guess it would cost anywhere between $60-$100 per rim depending on how bad they are or bent or curbed ect.
Search around on honda-tech. I know I've seen a few threads on wheel refinishing. Most involve 2000 grit wet sand paper, time, and a lot of rubbing. Good luck

For the price and condition, looks like you got yourself a nice inexpensive project.
Take the time to sand them down and polish them yourself.

LOL, true. Always good if you want to remove aircraft.
*edit*
I guess I could be helpful. Search "how to polish" and find the lengthy thread about polishing wheels. Those could likely be fixed up real purty. I'm polishing some Si wheels right now.

aircraft stipper and a DA sander, i got my Si wheels for $30 bucks b/c they had scrates in the factory clear coat, took the DA to them and then worked from 500 grit went to 2000 and super fine steel wool and windex to get them shiney again
