Default leaky hatch

After a few days of rain my 97 hatchback will collect 1"-2" of water in the spare tire well. The hatch door seal seems to be OK. I think the water is coming up from the wheel wells. I guess I could drill a few holes to drain the water, but I would like to stop the leak. Any Ideas?

the water is comming from under the tailights. they have a rubber seal, but all 96-98 civics seams to not seat well and the water poors in. just reseal the underside of the tailights and you should be set.
