It depends a little on if you have an auto or manual tranny, but either way your cluster gets the VSS signal off of the ECU, and the ECU passes that signal from the tranny.
There's 2 things to check if changing the VSS dosn't solve the problem, I suggest doing this first one while you're changing the VSS.
Check continuity from the black wire on the VSS to ground, if that checks good then check the wiring from the VSS to the passengers fuse box. it should be blue/white.
If both of those check good then you need to trace that blue/white wire to the cluster and check for shorts or opens and repair as needed.
If it's an auto tranny then your VSS dosn't pass through the passenger fuse/relay box, if it's a manual then it passes through.
MT the VSS goes from the tranny to the fuse box and splits, one wire branches off to the ECU VSS IN and the other wire branches off to driver multiplex, cruise control and guage cluster.
AT the VSS somehow gets directly to the ECU and the ECU provides VSS to the guage cluster, multiplex control unit, and cruise control. I'd describe in more detail about it as the A/T, but the diagram I'm using just shows it coming off the ECU.
Good luck either way.

what year?
the older honda use a cable drive shaft thingie, the connection are know for getting loose(mostly in behind the ticker), when you see it work and stop working for a split second, the cable connection might falling off the cluster.
The cable itself rarely gone bad, that was exactly what happen in my legend

I had the same probem with my 91 Accord. I just replaced the VSS sensor and BAM-it worked. But before that- I had a CEL (#17) so I knew it was the VSS. My [S] sport shift light was also blinking after I drove for about 5 mins and jsut stayed on until I shut the car off. All that was solved after replacing the sensor. Hope yours will be that easy. GOOD LUK!!
