rust question

This is true. But if it is in the metal, the you will need to at least sand it down, and make sure you get rid of it all. If it is deep, you may either have to cut it out, and replace the rusted metal, or buy a new hood all together.
If it isn't that bad, then when you sand it down, just prime it, and shoot it with a primer sealer, and you are all set and ready for paint

thx you so much - i have the honda paint for the car but the color kinda doesnt match b/c its not a new car.therefore can you let me know how i'd go amount putting the paint on? would i sand first or primer lemme know the steps be awesome
To maximize appearance, you would need a full size downdraft paint booth and an air compressor with a spray gun.
You need to have it professionally done to make it look presentable.
The layers of painting a car are as follows:
--Strip it down to the bare metal
--Bondo if needed.
--Sand the surface until smooth and even
--Shoot it with a like color primer (Like color to what the car is going to be. Light color paint, light primer. Darker color, darker primer)

--Clearcoat
