Well, I'm assuming it's different for each state. But in my state we can make a claim either with the State or County -- this is dependent on whom the road "belongs" to. I would go via that route before making a claim with your own insurance.

in nc this is pretty much a long road to nowhere......they only way that you will see money is if there is proof of a prior complaint and the hole was not fixed in a reasonable time period
