Yes, any engine can vary as much as 10 bhp.
I remember a few years ago, Ford mis-rated some of the 4.6 liter engines because they dynoed the engine apart from the chasis (which we all know measures crank hp) but without using the full exhaust. So after some people made baseline runs with their Mustangs, they noticed a lot more than a 15% driveline loss. They sued, and Ford was forced to re-rate the engine.
