Default Trying To Pass Emissions

Now that TX has become a state that test emissions now as part of you yearly inspection, I have ran into a dilemna with my OBD I GSR swap in my 92 Civic HB.

I went and took the emissions test and on the high speed idle test, I passed without a hitch. However, on my low speed idle test, I failed by 200+ points or so.
The standard reading is 220 but mine was like 440 I believe. SO I know im running rich at the low speed but I wanted to know how I can correct this. I heard this isnt as bad as others but I want to get it cleared up before time expires to when I can take it back.

I do have CEL for Code 14 but my IACV never had a problem before I put this OBD I P72 in. I was thinking I have a bad ECU because my check engine light doesnt come on right away when I start up the car, its usually 5 seconds afterwards. If you have any suggestions as to what I can do to get the car to lean out on the low speed, please do tell. Appreciate that fellas.

fix the code 14. I passed my 1993 civic sedan with a gsr sawp every year with ease, using a carsound high flow cat, intake, exhaust and stock computer.

Also possibly look into a new cat.

im running a 2.5 spun cell body cat and I think the engine is storing a hard code in the ECU I had bought when I needed to replace the B16 JDM Automatic one. I had ran a check on that ECU and all I had then was the CODE 19. But ill look into that for sure.

the only way it would show a code 14 ALL the time if your IACV is working is because the ECU was sold to you damaged internally.
That spun cell cat may not have enough catalyst to work to be honest.
I have 3 cars that had Carsound cats, my h22 accord, my h22 civic, and my wifes prelude. My accord failed emissions this year after 3 years on the Carsound, had to put a stock one back on, then passwed with flying colors. The Civic and Lude I expect to need new ones in another year or two.
