Is this cast iron?

Is that flange cast iron? Cast _____? What material do u think the piping is made of?
This is a stock downpipe from an older BMW. I'd like to weld to this flange but I'm not sure if it's that simple. Do I have to go through the "welding cast-iron" process? If it is cast iron, can I just weld to the pipes instead? They are currently stick welded on the inside from the factory.

it actually feels like cast iron. not smooth at all but i was hoping it might be cast steel or something of the sort

duh, i totally forgot about this diagnosis trick for cast iron. If you have grinder. grind on a little piece of it. Steel throws bright sparks that you are used to seeing. If it is cast iron, it will throw duller darker sparks than steel. Almost orangey red in color. You can google search it and find some more explainations i am sure, I found it once from somewhere on the internet.
