with 3g's left over, I would definitely build my suspension and upgrade brakes. . .if you are going to be increasing power, you are going to have to have better handling. . .it seems silly to have all that power and shitty handling. That is my personal opinion. I have a 1993 CX, and I had about 2g's left over. . . i badly wanted to just save another 1000 and drop an engine, but i talked to some friends and they told me to build the suspension now, and it will pay off once the engine is in

4500.. ..but oh well. go to the competition form for susp questions. u might get better results. heads on this board will name anything "jdm" and refer that to u..regardless of whether or not they've had any personal experience with them.

I went with Progress Springs, Progress Camber Kit, Progress 22mm Sway Bar (rear) and Tokico N/A struts. I am very pleased with my setup. . .it works for what i need it for. . .everyday driving.. . .if you have the money I would go with Progress coilovers. Depending on how many horses you plan on generating, you could even get away with just upgrading front rotors/pads/lines. . .if you have the money you might consider doing a full brake conversion complete with new calipers.
For my EG6 (when I get it!), I'm going with JIC FLT2 Coilovers, Ingalls Camber kits, and Wilwood Big Brakes. All that will run me about $2100.
I have neuspeed race springs, neuspeed koni yellows, and about to get the skunk2 camber kit. This is a nice aggresive setup and it's not hella $$$. Think i payed around $550 for the neuspeed koni yellows and $150 for the springs that = $700 not bad for an adjustable suspension. Good luck......

a) progress full damper setup/swaybars and some rotas w/stickier tires
OR
b) ground control/tokicos; gsr front/rear brakes; wheels/tires; and anything left over go towards savings for swap.

Depending on where you are shipping could be free-$200 or so I guess.
Seeing that you're in Cali and Honda Motors is too, I'd say shipping would be free
This leaves you with $650 for mods.
You can have the baddest-*** suspension if you'd like, but that 8-valve 70hp motor will be no fun no matter how nice the car sticks corners.
For $650 you could at least get some nice coil-over sleeves for $300 or so and some KYB's for around the same price.
You will still need an exhaust with that swap, so figure that in too.

well you can find a cheap ls motor over here in WA the are sold for 600 dollars dont know how much in your area then buy a turbo kit and money left over build your suspension is ls turbo good?

But you can ALWAYS get your car to go 60mph into a nice sweeper...get the suspension first. If you are a quarter mile type of guy, get the swap.
i say take ur time..its not worth it to throw things in just because of the money u have now..im not saying to dump your whole checkbook either..think about what u want and get it..dont rush

I mean, what's a JDM suspension anyway?
To the question at hand - I wholeheartedly agree that suspension upgrades are essential to a tuner Civic that you plan on getting ANY REAL performance out of. But, if all you want is a little more oompah under the right foot, but with no REAL intention of ever REALLY driving fast - anywhere, anytime, then the motor swap is first.
BUT, if you're planning to push it ANYWHERE, work on the suspension. YOU WILL LOSE COMFORT. All of my most rewarding suspension modifications have resulted in a much harsher ride, but in the long run it's worth it.

Get a B16A
Get front and rear swaybars
Get good shocks and springs
Have fun, and be safe
