where is the best place to buy tires?

where is the best place to buy tires?
I am looking for a set of 195-55-15 The car only cost me $1100 I dont feel the need to put $400 worth of tires on it. Does anyone have a set of used tires for sale in decent condition? Or know of a place to get pretty good deals other than tire rack?
