What is this part called?

below is a pic simular to my setup but i dont have the GC top hats, i am missing the black part that holds the spring centered at the top, in the pic below its the piece thats right above the springs on the 2 left assemblies, im not sure what its called, and also would it come with the shocks? or with the GCs? but i need it cause my springs are rubbing the shock body, not good

Unless you are talking about the long black accordian looking parts inside the springs themselves. Those are non-Honda steering boots that someone has put on as a dust cover. Seearch here as there are numerous threads about guys making their own dust covers like this from existing bellows boots. I have never done this on my car nor am i worried about it honestly although it is a nice, tidy precautionary system.
If you are talking about the small black rings at the very top under the red GC top mounts, then those are spring isolators. GC does not sell them seperately unless you already have their brand coil-over sleeve kits.
