im not familiar with what could be on there to make it feel like sand-paper but a tip for cleaning is foaming window cleaner and newspaper.

what about glass polisher? i kinda have the same problem, when the sun hits me from the front is hard to see cuz my windshield is like all shipped from stones and things like that, i found this thing to polishes the windshield with a drill that doesn't exceeds 1800 RPM, never done it, but i think i will have too in the mean time, why don't you try to look for this and if you do it tell me how it worked for you.
hope it helps

Windex sucks pretty bad, I hate using that stuff.
My dad introduced me to this foaming cleaner called Invisible Glass, avail. at AutoZone and probably other auto stores (Wal-Mart doesn't have it). This stuff doesn't use any actual detergents in it (which is what causes streaks), and when used with newspaper, it will get the glass 100% clear unless the glass is pitted (like my windshield). It's also safe for tinted windows.
